Deloitte’s State of AI 2026 report shows that AI adoption is accelerating, but enterprise execution is falling behind. Access to AI tools has increased 50% year over year, with 60% of employees now having access. However, fewer than 60% of those employees use the tools regularly, signaling an engagement and integration gap. 

Deployment metrics reinforce this pattern. Only 25% of organizations have converted at least 40% of AI pilots into production systems. Yet more than half expect to cross that threshold soon. If scaling accelerates, it will stress data infrastructure, integration layers, and governance frameworks that were not built for enterprise-wide autonomy. 

Transformation remains uneven. While 25% of leaders now describe AI as transformative, more than double last year’s figure, only 34% are redesigning products, services, or business models around AI. Another third are reengineering processes without altering core structures, and the remaining third are layering AI onto legacy systems. Efficiency gains are spreading, but structural reinvention is limited. 

The gap widens with agentic AI. Nearly three-quarters of organizations plan to deploy autonomous agents within the next two years, yet only 21% report having proper governance in place. Security and data privacy are top concerns at 73% each, followed by governance oversight and model reliability. 

Preparedness indicators highlight deeper issues. Only 40% say their AI strategy is highly prepared. Governance readiness sits at 30%, technical infrastructure at 43%, data management at 40%, and talent readiness at just 20%. 

The report concludes that adoption is no longer the primary challenge. The next phase of enterprise AI depends on operational maturity: integrating tools effectively, strengthening governance, and redesigning work to unlock sustained value beyond efficiency gains.
