Cloud sovereignty is becoming a strategic priority for public sector organisations and regulated industries across Asia as AI adoption accelerates and regulatory pressures intensify. According to insights from IBM, many organisations in the region are facing regulatory disruptions, with fragmented policies and data sovereignty requirements complicating IT operations. As a result, leaders are shifting toward infrastructure models that ensure visibility over who can access data, where workloads run, and how quickly systems can adapt to changing regulations. 

The preferred approach is moving toward hybrid and interoperable architectures. Instead of relying on a single cloud provider, organisations combine public, private, and sovereign cloud environments. This allows sensitive data to remain within local jurisdictions while enabling less critical workloads to scale globally. Such flexibility reduces vendor lock-in and improves resilience in uncertain geopolitical environments. 

Governance is central to this shift. Sovereignty must be embedded across the entire technology stack, including data access controls, encryption, monitoring, and auditability. Research cited by Gartner indicates that sovereign cloud spending in regulated sectors could reach $66 billion by 2028, reflecting the growing importance of secure and compliant infrastructure.
